| Abstract: | تهدف هذه الدراسة إلى تحليل دور بنك الجزائر في ضبط السيولة المصرفية خلال الفترة (2010-2023), من خلال تقييم فعالية السياسات النقدية المتبعة في ظل التحولات الإقتصادية الكبرى, لا سيما بعد الأزمة النفطية لسنة 2014 وجائحة كوفيد -19 . وقد ركزت الدراسة على الأدوات النقدية المتبعة, سواء التقليدية أو غير التقليدية , ومدى نجاعتها في إمتصاص فائض السيولة أو معالجة حالات شحها. توصلت الدراسة إلى أن بنك الجزائر تمكن من تحقيق تحكم نسبي في مستويات السيولة المصرفية, من خلال توظيف عمليات السوق المفتوحة, وتعديل نسب الإحتياطي الإلزامي, بالإضافة إلى تطبيق آليات التعقيم النقدي لتقليص الأثر التضخمي للكتلة النقدية الزائدة. غير أن فعالية هذه الأدوات تباينت بإختلاف المراحل والظروف الإقتصادية, مما يستدعي مستقبلا إعتماد أدوات أكثر مرونة و إستجابة للمتغيرات. |
| Description: | This study aims to analyze the role of the Bank of Algeria in regulating banking liquidity during the period (2010–2023), by evaluating the effectiveness of the monetary policies implemented in light of major economic transformations, particularly the 2014 oil crisis and the COVID-19 pandemic. The study focuses on both traditional and non-traditional monetary tools used to absorb excess liquidity or address liquidity shortages. The findings reveal that the Bank of Algeria managed to achieve a relative degree of control over banking liquidity by employing open market operations, adjusting reserve requirements, and applying sterilization mechanisms to mitigate inflationary pressures. However, the effectiveness of these instruments varied depending on the phase and economic conditions, which highlights the need for more flexible tools in the future. |
