| Résumé: | تهدف هذه المذكرة إلى تسليط الضوء على الدور الحيوي الذي تلعبه الرقمنة في تحديث وتطوير القطاع الفلاحي، بإعتباره ركيزة أساسية في التنمية الإقتصادية والإجتماعية. كما تستعرض كيف يمكن لتكنولوجيا المعلومات والإتصال أن تساهم بفعالية في مكافحة الفساد الإداري الذي يعيق الأداء الجيد للمؤسسات الفلاحية. وقد تناولت الدراسة الإطار النظري للرقمنة، وأهم تطبيقاتها في المجال الفلاحي، كأنظمة المعلومات الجغرافية، الزراعة الذكية، والمنصات الرقمية لتسيير الدعم الفلاحي. وتم التطرق إلى تأثير هذه الأدوات على تحسين الشفافية، وتسهيل الوصول إلى المعلومات، وتسريع الإجراءات الإدارية، مما يساهم في الحد من التلاعب ومظاهر الفساد. |
| Description: | This these is aims to highlight the crucial role digitalization plays in modernizing and developing the agricultural sector. As it constitutes a key pillar of economic and social development. It also explores how information and communication technologies (ICT) can effectively contribute to combating administrative corruption that hinders the performance of agricultural institution. The study addresses the theoretical framework of digitalization and its main applications in agriculture, such as geographic information systems (GIS), smart agriculture, and digital platforms for managing agricultural support. These tools are shown to enhance transparency, facilitate access to information, and accelerate administrative procedures, thus limiting opportunities for manipulation and corruption. |
