dc.description	The study of administrative responsibility is closely linked to the State of law which require extensive protection of rights and freedoms from any abuse that can be inflicted upon them; and the administration enjoys wide-ranging privileges and powers that encompass the various activities that the individual undertakes in his daily life. These authorities are increasing and are clearly visible in the field of reconstruction and construction, which the law gave them protection for the public interest of urban construction, but the possibility of the Department's exit from the requirements of this interest is contained, which leads to prejudice to the interests of individuals and damage to them. If so, what basis could be adopted for the administration's responsibility for reconstruction and construction? dc.description.abstract	دراسة موضوع المسؤولية الإدارية يرتبط إرتباطا وثيقا بدولة القانون التي تقتضي حماية واسعة للحقوق والحريات من أي تعسف يمكن أن يطالها؛ في ظل ما تتمتع به الإدارة من امتيازات وسلطات واسعة النطاق شملت مختلف النشاطات التي يباشرها الفرد في حياته اليومية، هذه السلطات التي تتزايد وتظهر بشكل جلي في مجال التعمير والبناء، والتي منحها القانون إياها حماية للمصلحة العامة العمرانية. غير أن احتمال خروج الإدارة عن مقتضيات هذا المصلحة وارد، مما يؤدي إلى المساس بالمصالح الخاصة بالأفراد والإضرار بها. وإذا كان الأمر كذلك فما هو الأساس الذي يمكن اعتماده لقيام مسؤولية الإدارة في مادة التعمير والبناء؟	en_US
