Description: This study aims to describe and analyze the relationships between China and the United States of America. It also examines the reality of the international power struggle for hegemony between the two sides, highlighting its manifestations, areas, and future prospects. The study employs a combination of methodologies, including the comparative method, the historical method, and the statistical method. The study found that China has acquired the tools of international hegemony and has managed to narrow the gap between it and the United States, which has intensified the conflict between the two powers. This conflict has become multifaceted: systemic, strategic, structural, and comprehensive. It has also had a direct impact on the political map )interactions( of international relations and the shape of the international system. The study is based on a descriptive analytical approach with a field application in the Tax Directorate, focusing on the adoption of a culture of innovation, the role of leadership, internal communication, and the importance of training in promoting innovative thinking. The results showed that managerial innovation is necessary to achieve organizational development by improving decision - making, raising the efficiency of employees, and creating a work environment that stimulates change, while cautioning that the lack of strategic vision hinders this development.
