http://dspace.univ-tiaret.dz:80/handle/123456789/3879 دكتوراه Wed, 08 Apr 2026 00:05:29 GMT 2026-04-08T00:05:29Z http://dspace.univ-tiaret.dz:80/handle/123456789/16264 Titre: متطلبات إدارة المشاريع الرقمية في المؤسسات العمومية الجزائرية: دراسة ميدانية بمركز الأرشيف الولائي تيارت Auteur(s): حربوش سمير Résumé: تناولت هذه الدراسة واقع إدارة المشاريع الرقمية في المؤسسات الأرشيفية بصفة عامة، و مركز الأرشيف الولائي لولاية تيارت بشكل خاص، و تهدف الدراسة إلى تقييم مدى جاهزية واستعداد مركز أرشيف ولاية تيارت، من خلال تحديد المتطلبات الأساسية التي يجب توفرها من أجل ضمان نجاح هذا النوع من المشاريع ، و تتضمن هذه المتطلبات ،التخطيط الإستراتيجي للمشروع الرقمي فيما يتعلق بتحديد الأهداف و الجمهور المستفيد ..،و توفير الموارد المادية ،التقنية ،المالية، مثل الأجهزة والبرامج اللازمة لتحويل الأرصدة الورقية إلى صيغ رقمية،بالإضافة إلى أنظمة الحفظ و التخزين المناسبة، والأمن السيبراني،و الموارد البشرية المؤهلة ، كما تناولت الدراسة ضرورة وجود سياسات واضحة للإمتثال بالقوانين و التشريعات المتعلقة بحفظ و إدارة السجلات الرقمية. وتظهر الدراسة أن مركز الأرشيف الولائي لولاية تيارت لديه رؤية واضحة و أولويات محددة فيما يخص مشروع الرقمنة، مع وعي و إدراك واضح من قبل عناصره البشرية بأهمية التحول الرقمي و توجيه استراتيجي يهدف الى تحقيق الأهداف الكبرى للمركز، ورغم ذلك، فهناك تحديات كبيرة تواجه هذه المشاريع في المركز ، منها إفتقاره للموارد التقنية مثل البرامج و أنظمة التخزين و نقص في العتاد،و عدم تحديد الجمهور المستفيد بالشكل الدائم مع غياب آليات قياس الأداء و الفعالية ، كما أن هناك غياب الأمن السيبراني وصيانة الموارد المادية و التقنية المتوفرة، بالإضافة إلى النقص الواضح في التدريب و في الامتثال للقوانين و للتشريعات المتعلقة بالأرصدة الرقمية ، ورغم هذه التحديات،فإن الوعي بأهمية المشروع الرقمي و التخطيط الاستراتيجي له ،سيؤثر حتما بالإيجاب على جاهزية المركز لهذا النوع من المشاريع. Description: This study examined the state of digital project management in archival institutions in general, with a particular focus on the Provincial Archive Center of Tiaret. The aim of the study is to assess the readiness and preparedness of the Tiaret Archive Center by identifying the basic requirements that must be met to ensure the success of such projects. These requirements include strategic planning for digital projects regarding goal setting, identifying the target audience, and providing the necessary technical and financial resources, such as the equipment and software needed to convert paper records into digital formats, in addition to proper storage systems, cybersecurity measures, and qualified human resources. The study also highlighted the need for clear policies to ensure compliance with laws and regulations related to the preservation and management of digital records. The findings show that the Tiaret Provincial Archive Center has a clear vision and well-defined priorities regarding the digitization project, with a strong awareness among its staff of the importance of digital transformation and a strategic direction aimed at achieving the center's larger goals. However, there are significant challenges facing these projects, including a lack of technical resources such as software and storage systems, equipment shortages, and the inconsistent identification of the target audience. Moreover, there are no established mechanisms to measure performance and effectiveness, as well as a lack of cybersecurity measures and maintenance for the available resources. Additionally, there is a clear deficiency in training and compliance with laws and regulations related to digital records. Despite these challenges, the awareness of the importance of the digital project and strategic planning will certainly have a positive impact on the center's readiness for such projects. Wed, 02 Jul 2025 00:00:00 GMT http://dspace.univ-tiaret.dz:80/handle/123456789/16264 2025-07-02T00:00:00Z http://dspace.univ-tiaret.dz:80/handle/123456789/16244 Titre: إدارة مشاريع الرقمنة في مؤسسات التعليم العالي الجزائرية: دراسة ميدانية بجامعة ابن خلدون تيارت Auteur(s): كباش الطاهر Résumé: تناولت هذه الدراسة إدارة مشاريع الرقمنة في مؤسسات التعليم العالي الجزائرية: دراسة ميدانية بجامعة ابن خلدون تيارت. والهدف الرئيسي من هذه الدراسة هو تحليل ديناميكيات التحول الرقمي في قطاع التعليم العالي الجزائري وتطوير إطار شامل لتحليل وتقييم إدارة مشاريع الرقمنة. يتمثل الهدف الأساسي في استكشاف كيفية إدارة هذه المشاريع، الأدوات والتقنيات المستخدمة، والتحديات التي تواجه الجامعة في تنفيذها. كما تهدف إلى تقييم فعالية إدارة المشاريع في تحقيق أهداف التحول الرقمي وتحديد تأثير الرقمنة على جودة التعليم والأداء الإداري. اعتمدت الدراسة على المنهج الوصفي، مستعينةً بالاستبيانات والمقابلات لجمع البيانات من فرق ومديري مشاريع الرقمنة. تم اختيار عينة طبقية مكونة من 332 مشاركًا من 11 مشروعًا رقميًا في الجامعة. أظهرت النتائج أن الجامعة تعتمد على منهجيات تقليدية في إدارة مشاريع الرقمنة، مما أدى إلى تأخيرات وفشل في تحقيق الأهداف المرجوة ضمن الجدول الزمني المحدد. تم تحديد التحديات الرئيسية التي تعوق هذه المشاريع، مثل ضعف البنية التحتية التقنية، نقص المهارات الرقمية، مقاومة التغيير، ونقص التمويل. بناءً على هذه النتائج، تقدم الدراسة توصياتٍ هامة، منها اعتماد منهجيات حديثة لإدارة المشاريع مثل Agile وScrum، تطوير استراتيجية رقمية شاملة، تحسين البنية التحتية، تعزيز التنسيق بين الأقسام، وتأمين الدعم المالي والمعنوي الكافي لضمان نجاح مشاريع الرقمنة وتحقيق أهداف التحول الرقمي في مؤسسات التعليم العالي الجزائرية. Description: This study examines the management of digitalization projects in Algerian higher education institutions, with a specific focus on Ibn Khaldoun University in Tiaret. The primary objective of the study is to analyze the dynamics of digital transformation in the Algerian higher education sector and to develop a comprehensive framework for analyzing and evaluating the management of digitalization projects. The study aims to explore how these projects are managed, the tools and techniques employed, and the challenges faced by the university in their implementation. Additionally, it seeks to assess the effectiveness of project management in achieving digital transformation goals and to determine the impact of digitalization on the quality of education and administrative performance. The study adopted a descriptive methodology, utilizing questionnaires and interviews to collect data from digitalization project teams and managers. A stratified sample of 326 participants from 11 digital projects at the university was selected. The findings revealed that the university relies on traditional methodologies for managing digitalization projects, leading to delays and failures in achieving the desired objectives within the specified timelines. Key challenges hindering these projects were identified, including weak technical infrastructure, a lack of digital skills, resistance to change, and insufficient funding. Based on these results, the study offers significant recommendations, such as adopting modern project management methodologies like Agile and Scrum, developing a comprehensive digital strategy, improving infrastructure, enhancing interdepartmental coordination, and securing adequate financial and moral support to ensure the success of digitalization projects and the achievement of digital transformation goals in Algerian higher education institutions.
